No doubt that people have become complacent.  But Florida and Texas have been opened for almost 2 months.  So if reopening was to blame, there would’ve been big spikes in cases several weeks ago.  This new outbreak coincides directly with the protests that have been taking place since the beginning of June and currently.   This is what would be expected if a bunch of people contracted the virus a couple of weeks or so ago.

There are spikes in Florida, and new restrictions:
