Yes it is and it has low density compared to a liquid and therefore a lower energy content.
By volume you are correct. By weight, the energy content of the hydrogen is 100% identical. At 800 bar, you have about ½ the density of compressed hydrogen at room temperature (approx. 36 kg/m
3) vs. liquid hydrogen at -252°C. The weight of the composite cylinder would be considerably less than the weight of a cryogenic tank.
