About the only way to do that is to suggest this place to people that you think may be interested. It would be a shame to get stuck forever at 25.
I won't be surprised if the migration continues. Especially if the moderation remains on an even keel. I think most people can moderate themselves, and if someone does step a little over the line in the midst of a heated discussion it should be met with a word, not banishment to the gulag.
