It makes total sense that Veterans Affairs cover Remembrance Day costs.

Only if the city of Victoria stops funding ALL activities related to any holiday or special event. Using your logic, there is simply no justification for saddling the taxpayers of Victoria with these event costs unless 100% of the citizens are in favor of paying such costs.
