So, the teachers I spoke to feel that this round of negotiations was, in the end, a realization of 'both sides' realizing their nuclear options - which are rather traditional:

For Labour, the threat of General Strike - which stains the government as being at war with labour peace and the status quo
For Government, the threat of Notwithstanding - the old-school 'force back to work' which takes away labour's ability to withhold work

Not sure who "won" if anyone, but it feels somewhat like CUPE did because they didn't concede and the government withdrew.
