Small nitpick... I believe there are actually provincial guidelines for when streets have to be plowed (based on whether they are a main transit route/carry bus traffic/secondary route).

Its been a long time since I looked at them, but I think the guideline is something like within half a day of the end of snowfall for main routs, 1 or 2 days for secondary routes. (Tried finding them again but could not.)Ford's snow clearing may have been a cheezy photo op.

I guess the question is, whether him engaging in a little political showmanship would have caused an impact in dealing with the emergency. I figure much of the logistics of directing resources would be handled by underlings more familiar with snow clearing, while the premier would at best have to make one or 2 high-level decisions and then get on with other business.
The provincial government isnít responsible for snow removal in city streets.  Itís a municipal responsibility.  Itís irrelevant where or what Ford was doing.
