I'm surprised it's the speaker's responsibility to review their expenses.
I have seen this sort of abuse in government, corporate and non-profits whenever the organization has so much money that managers can't be bothered to question expense reports and you have unethical people willing to take advantage. While the former is incompetence the latter is what needs real punishment. i.e. someone stupid  enough to leave a pile of money for you to steal does not make you less guilty because you stole it.
