Who doesn't have a smart phone these days anyway? There really shouldn't be a need to watch **** on a public computer in this day and age.
People on welfare and disability often don't have smart phones, even if they do have a cell phone. Or they may be operating on a prepay card part of the month, and doing without the rest of the month.
