There was an episode of Star Trek where the Enterprise encounters an alien race that communicates entirely through memes.  https://en.wikipedia.org/wiki/Darmok

Their magic translator is able to decipher the words that the aliens are saying, but because they don't understand the underlying memes, they're unable to understand what the aliens are trying to tell them.  The logic of the situation kind of fails (you can't construct and exchange memes without a language to construct and them with, so they should have been able to communicate even without the underlying understanding of the memes) but it was an interesting thought experiment.

With "Old Economy Steve" you need some background knowledge to get the joke.  Once you get the context, you get the joke.  If you don't know what it's about, you don't know why it's funny.

Scumbag Steve (no relation, I assume) is one I used to think was funny.



The funny part wasn't necessarily Scumbag Steve himself... what I found funny was when people dispensed with Steve and started putting his distinctive hat on everything.

It uses a fantastical science-fiction premise to tell an really touching story that caused grown-up people to shed tears.

What is with those brown caps ?  Explain please.

Scumbag Steve is basically the epitome of crappy, low-class behavior.  You put Scumbag Steve, describe something people do, and the message is basically "if you do this, you're a scumbag."  (there's a female version named Scumbag Stacey too.)

Since the brown cap is so unique and instantly recognizable, you can put Steve's hat on other people to call out scumbag things they do as well.  Scumbag Hillary, Scumbag Harper, Scumbag college, Scumbag White House.
