Phil Defranco talked about this yesterday. Apparently there were close to 8000 persons banned (US Scouts blacklist) up to 2005 (not sure the start year). While some people are complaining that the list was not published, I don't think that is the appropriate process because no proper investigation is carried out. Reporting to police for investigation is the appropriate process in my opinion, perhaps they started doing that in 2005.
