Yes, the Boy Scouts have to answer for keeping secrets about abusers but I believe they removed them from the organization. The Catholic Church also did this, and moved them to other parishes where they could continue their abuse.

And school boards did the same. Doctors who abused children likewise didn't lose their licenses.
You can remove a volunteer scout leader easily enough. You certainly can't move him to another city. Removing a priest is an entirely different matter and as I said before, much of Catholic doctrine is built on repentance and then forgiveness, and very little was known about the impact of child sex abuse back in the 1950s-1970s so it wasn't accorded the importance it should have been.
