However, I still believe that some form of age appropriate rating system could help. We do it for books, games, and films ... why not the internet?
Unfortunately it is almost impossible to implement such a thing. A perfect example is youtube. They have tried, and keep trying, but there is simply no way to keep up with the volume and diversity.
