What do YOU mean 'how do I mean' ?

You said
Yes.  And now that Nation State is different all the treaties are wilting.

Could you elaborate on that statement?

The collapse of the Soviet bloc and especially globalized trade has brought the world closer than ever.  Now, there's a lot of grumbling and instability and friction - as there is when there's less space [political space] and fewer chairs - but the old nation-states are porous.

Money goes all over, and more than ever people do also.  Treaties may give way to digital tracking apps.

I read an article once about things that may not exist in 35 years. One of them was sovereignty, but it had to do with the growth of NGOs and MNCs more so.

It wouldn't be the first time that peoples have been on the move. The Roman Empire collapsed because barbarians, fleeing the Huns and other threats of their own, wandered/flooded into Roman territory. One wonders.

I get the idea that that treaty was what defined a "nation state" in today's usage of the word, no? I think we studied that in Western Civ II (a class at community college I took).

I understand Kissinger wrote another book that was specifically about the Congress of Vienna/Concert of Europe period. It had a long title and I think it was originally his Harvard doctoral thesis.

I won't get into a debate about Kissinger himself, that would get us a bit off topic. He certainly has his supporters and detractors.

I'm also familiar with his book "Diplomacy", of which I read a couple of chapters.
The Congress was at the end of the Napoleonic wars and designed to mediate European squabbles but it was also the rise of Pax Britannica on a world scale. Perhaps a forerunner of the UN and Pax Americana that has existed since WW2.

I understand. But how will digital tracking apps replace treaties?

It's unclear.  But a world that is based on paper as a medium - signed pieces of paper - is a world of the past.  Digital technology will not fix problems of human nature but will provide new ways to encode trust between people and groups.

I don't see paper being replaced entirely, hard copies of some things will always be necessary even if just for historical reasons. A world without signed originals of documents like Magna Carta and the Declaration of Independence would not be the same.

20+ years ago, I Red a book called "A Quick and Dirty Guide to War." It gives the reader a historical explanation of conflicts throughout the World, and predicts likely possible outcomes to said conflicts.

Another good read is called "How Soccer Explains the World." If anyone has seen the documentary "The Two Escobar" you won't want to pass up this read.

Sure but when a medium becomes ceremonial, it's utility is formalized as ornamental.  U. F. O.

Back to our subject of history, I picked up a cool book (which I'll eventually get to) for my Kindle:

The last days of the western Roman Empire, and the dictatorship of barbarian strongmen who puppeted the imperial throne.
