Yes, I am ASKING your opinion.
You have someone who was quietly accused of 'doing something'. Someone reports it to an authority, who locates the person who complained. They indicate that something did happen but they don't want to pursue it. This is one example of roadblocks in dealing with such matters.
My opinion is that everyone in Hollywood, both those are nobody and those who are someone, knew about it. It's been going on forever and I would not believe any assertion the HW was the only one who was up to it. Nobody cared until they had to be seen to care. Some doe eyed teenage potential starlet might not be able to do much about it, but I bet there were lots of people who could.
