Is this 3d METAL printing ?  Anybody ?

Sure, why not.

My guess is that it's some kind of metal powder in a chemical paste, which has to go into a kiln to fuse the metal.

They make "metal" filaments for conventional 3d printers that have metal powder suspended in the plastic, but the actual portion of metal content is quite tiny and provides no mechanical strength.

Professional printing services, like Shapeways, provide 3d printing in a variety of materials including several kinds of metal as well as ceramic.
