How do you MAKE people work where they don't want to work? How do you get them to stay there? Have you read or heard anything about what teaching is like in inner city schools? You know some teachers come out of those schools with PTSD?
As the employer of public schools, employees should go where they're told to go. I'm sure some kind of system can be worked out to provide incentive for teachers to want to go there, like extra pay. When a hockey player is traded to a new team do they have a choice?
You're worried about the teachers? I'm worried about the kids.
Students coming from broken homes, bad neighbourhoods, and generally bad environments have a very hard time breaking out of the cycle their parent are struck in, so education is really far and away the most effective way to get them out of that cycle. Every effort needs to be made to help them. Anyone who calls themselves a teacher should be game for that task. If certain kids are out of control, then schools should get them in control.
