Winnipeg has very strict laws regarding holiday closures, which some small grocers are actively flouting. Apparently Sean Penn likes the convenience of doing his Winnipeg grocery shop on Canada Day.

Screw gov't legislation that restricts business on a certain day.  And it's only certain businesses...  Why can't a grocery store be open, but a restaurant can?  It's asinine.

You can shop the day before at a grocery store and stock up. Generally you don't order a meal at a restaurant to eat the next day (doggie bag leftovers are not your primary goal).

 Not a lot of people plan to go grocery shopping on a national holiday. Lots of people plan a restaurant visit while they are enjoying the holiday. Comprehendas?

Yawn.

Your reasoning makes zero logical sense.  If someone wants groceries, why shouldn't they be able to get groceries?

So only businesses who can do a lot of business on the holiday should be allowed to stay open?  Why should the government be involved in deciding when your business has to be closed?

It depends on the business of course. When I was flying we used to get an extra week vacation on the understanding we would probably be working on most statutory holidays. I always thought Asia was the best place to be stuck on Christmas because at least the restaurants were open and you could get a meal.

Think of it as a spectrum. You have essential services all the way down to totally superfluous. At the top are emergency services including parts of hospitals, restaurants are higher than grocery stores and much higher than step stool vendors. On the retail side we do have the dépanneur who stocks a lot semi-urgent things like milk and plungers. The big exception is the entertainment industry, but then they are low usage most of the year and peak during holidays.

I'm pretty sure I know the difference between the fire department and a step stool maker. 

Cannabis dispensaries and restaurants are an essential service but grocery stores are not...   got it.   ::)

The old lady who can't afford a restaurant and needs food should suck it up and go to a restaurant?  I think your prioritizing scheme is flawed.

I said a spectrum, and obviously restaurants are not essential services but for some people they are fairly high (eg. those traveling). As I mentioned before, the entertainment industry seems to occupy a special place and restaurants certainly fit in that category as well.

I never mentioned cannabis dispensaries, but since you brought them up where do they fit on the spectrum. I would suggest below grocery stores. I am not familiar with their pharmacological usage so in some cases they my be closer to a drug store (which often have a rotating holiday schedule).
