Think of it as a spectrum. You have essential services all the way down to totally superfluous. At the top are emergency services including parts of hospitals, restaurants are higher than grocery stores and much higher than step stool vendors. On the retail side we do have the dépanneur who stocks a lot semi-urgent things like milk and plungers. The big exception is the entertainment industry, but then they are low usage most of the year and peak during holidays.

I'm pretty sure I know the difference between the fire department and a step stool maker. 

Cannabis dispensaries and restaurants are an essential service but grocery stores are not...   got it.   ::)

The old lady who can't afford a restaurant and needs food should suck it up and go to a restaurant?  I think your prioritizing scheme is flawed.
