Harper set up an advisory council in 2012 and that's how they came up with David Johnston. It still exists but JT decided he knew better.
It was strange. He created identical instruments for the Senate and the Order of Canada with great success, but didn't use the one already in place for royal appointments (not just the GG). This was probably a case of Harper bad syndrome.
