Yes, because the constitution and charter of rights is about what limits are on the government.  Private businesses have much more latitude under the law.  Seriously, is this something new to you?  You didn't already know this?  Wow.

You really need to look into the different between private vs public and the limits on government.  That's what this is all about.  When did you graduate, 1750?

That's irrelevant in the case of government vaccine mandates as the government of Canada has already acknowledged that they don't have the authority.
