Conservative Party leader Erin O'Toole unveiled a climate plan today which will put a price on carbon for consumers.

But instead of the Liberal carbon-tax-and-rebate system, O'Toole is proposing to charge a levy on fuel purchases and use the money to fund personalized savings accounts which Canadians can use for environmentally friendly purchases.

Under O'Toole's plan — which CBC News obtained a copy of Wednesday — Canadians would pay a carbon levy, initially amounting to $20 per tonne of greenhouse gas emissions, every time they buy hydrocarbon-based fuels, such as gasoline.

But instead of channeling that money into direct rebates to Canadian households, as is the case currently, the Conservatives would divert it to "personal low carbon savings accounts."

Personally, I think it's a loser but I am grateful that:

1) The Conservatives have left paleo stupidity behind and are willing to let the stupids run into the stupid arms of stupid stupid Max Bernier, marooning them on the fringe of forever

2) It's actually a NEW idea, even if weird unsaleable and maybe not workable. 

But can we credit a party for trying something new at least ?  Anything can happen in politics and - who knows - this could be happening in a year's time.

The Government of Canada does not keep any direct proceeds from pollution pricing. All direct proceeds are returned to the province or territory of origin in the following way:

    => For those jurisdictions that have voluntarily adopted the federal system, direct proceeds are returned to the governments of those jurisdictions.

    => For those provinces that do not meet the federal stringency requirements—Ontario, Manitoba, Saskatchewan and Alberta— approximately 90 per cent of direct proceeds are returned to residents of those provinces through Climate Action Incentive payments. The other 10 per cent is used to support small businesses, schools, universities, municipalities, and Indigenous groups.

The federal government has specified Climate Action Incentive payment amounts for 2021 for the four provinces mentioned above. People can claim these payments through their 2020 personal income tax returns.
