Reductions in burning of oil will come from a lowering of demand, not supply.

Reductions in burning of fossil fuels can come from a requirement to purchase all available renewable energy first, to fuel the electricity grid.  Like China is doing.

And also from a reduction in fossil fuel subsidies, to tip profitability to renewable energy so the energy market is not so distorted and constrained.

Obviously, it’s going to come from future revenues.  Borrowing, bonds, and however the government currently funds the budget in a deficit.

Obviously? What revenues, the economy is going in the tank? The biggest single source of net revenues has been Alberta. We were carrying a $700+ billion monkey on our back before this started. By the time this is over it will be closer to a trillion. Finding money just to pay the interest on that will be challenging, never mind investing in other stuff. The world's economy is going in the tank and there will be huge competition for fewer investment dollars to finance deficits around the world.
