That spending was allocated to specific projects.  It works out to less than $1B over the next 6 years.  These are mostly projects that were to take place in the 2020s, and now now.  This isn't the first reallocation, and this isn't the first government to do it.

Do you recall me saying a lot of flattering things about the Tories and their defense policies?
There should, at a rock solid basic minimum, be enough armored vehicles to transport our troops around. They shouldn't need to rob other battalions and regiments whenever someone goes overseas. They should have enough trucks they don't have to rent buses. They should not be using Korean war vintage artillery, for Gods sakes.
