They increased the authorized strength of the forces by ~3000 people, and increased the type and amount of equipment we have. That was great. Then they cut the budget to exactly what it was before they did all that. Not so great.
Perhaps, but given the efficiency of the armed forces recruitment system it would likely have taken at least twenty or thirty years to actually achieve a significant increase in the size of the military, so I doubt that played a major part in their funding problems.
