Canada's Shipbuilding Plan

Actually, the shipbuilding plan is working well now.  There is good progress.  It simply took way too long to get it going.

Working well now, huh? What's it been, six years since it was set up? We fought all of world war two in six years, and when it was done we had a four hundred ship navy - with one third the population we have today. So far we haven't been able to produce a single warship, and when we do get them they'll be insanely expensive, probably full of bugs, and we won't be able to afford more than a handful. We were supposed to have eighteen frigates last time around. We wound up with twelve. How many this time? Six?

Why, it's almost like they're building different ships some 80 years later.

But not since they started building ships.  They started building ships in 2015, and the first will hit the water this year.  They are currently building either 4 or 5 ships.

Well, don't look now but...

Canada’s multibillion-dollar project to buy a replacement for its frigates is so poorly structured that one of the world’s largest shipbuilders has warned the Liberal government it won’t bid unless changes are made.

A number of other ship designers are also considering backing out because of the problems plaguing the project to spend more than $26 billion on a new fleet of Canadian Surface Combatants.

If you read the article, it's that they actually want more money/a bigger piece of the pie:

Fincantieri instead proposed to Foote that a fixed-price competition be held, with the winning shipyard building the first three warships, complete with Canadian systems, and delivering those to Irving.

Yeah, I'm sure they'd love that.

That's not the way the Conservatives set the program up.  If the designer doesn't like it, don't bid.  This was never about giving work to their shipyards.

Meanwhile, from the link:

Foote’s spokeswoman Annie Trépanier did not comment specifically on Fincantieri’s letter but repeated previous government comments about how industry was consulted extensively and those shaped the final documentation used to solicit bids. An independent fairness monitor is also involved in the process, she added.

Irving spokesman Sean Lewis said the contract for the CSC design will be awarded to an existing warship design that best fits the requirements of Canada’s navy. “I can assure you that the procurement process is being conducted in a way that ensures that all bidders are treated equally, with no unfair advantage given to any individual bidder, and under observation of an independent fairness monitor,” he added.

Fincantieri builds nice cruise ships, don't know if their warships are any good.

They build the Fremm (among a few others), the same ship as DCNS.

Three things happened at Seaspan today:

The final construction block for the first OFSV was lowered into place.

The third OFSV started construction.

The final design contract was awarded for the JSS (it will start after the OOSV, which will start construction later this year).

Unfortunately, the new timeline for the delivery of the first OFSV has slipped a couple of months from November 2017 to early 2018.
