"Reliable" Voters

Do voters in Canada tend to loyally give their votes to the same party over and over again? Or do they usually switch-hit?

Depends. I would guess 40% never change and 60% regularly vote for more than one party. But everything changes provincially. Many people consistently vote one party federally and a different one provincially. Especially if they aren't conservative.

If enough of them didn’t change, governments should never change and we wouldn’t have minorities and majorities?

The swing vote always decides elections. Also, people die, so entrenched votes can get eroded that way.
