* Who is using all those plastic straws? I have the opportunity about once every 2 weeks to get a plastic straw when I visit a fast food establishment, but I decline. Do most people use them, and dine out (if you call that dining) twice a day?
Hospitals are big users of single use plastics because they can't be beat for the protection they offer to patients. Will you accept blanket exception to any rule for any medical use?
Food processors are also big users of single use plastics because it gives them control over their product. If a contaminated product gets to the customer they know it came from them and they can figure out what went wrong. Are you willing to accept a exemption for all cases where food safety is a valid concern?
Manufacturers use disposable plastic packaging because it allows customers to know if the product has been tampered with since it left the factory. Not allowing this will mean more manufactured product ends up in landfills because it is tampered with or the receiver believes it was tampered with during transit. Is this really better than throwing away plastics?
Once you get beyond straws and bags, there are few examples where plastic packaging serves no purpose and can be easily replaced with something else.
