Some industries are going to need time to adapt, hence the temporarily lower rate. Conservatives on issues like this want to make the perfect the enemy of the good.

Those 'clean' BC coal mines dont seem to have noticed.

It's because it's a special kind of coal, that soaks up greenhouse gases as it burns, instead of emitting them.  All the coal out of Robert's Bank is.

Let's face it, anything else would show BC to be hypocrites of the very worst kind.

From what I understand, NB power will be paying $10/tonne starting in January, and increasing by $10/tonne every year until it reaches $50/tonne in 2023. Apparently there are some rebates it will be getting on a small fraction of its emissions, but I don't see anywhere where it will be paying $1/tonne.
