In what context?

Best as in capable of fulfilling the role of president?

In that case I'd have to say she would have been fairly competent/capable. Not sure if she'd be the 'best' ever, but could conceivably be in the top half of recent presidents.  She was familiar with the Washington landscape, actually had some praise from both sides of congress back when she was a senator, and had some decent enough policies.

Best as in personal ability to campaign and/or win an election?

Not quite as good as her ability to actually fulfill the role of president. She did not have the personal charisma as Obama or Bill Clinton, and she had made some mistakes (both prior to the election and during the election) that legitimately affected her electibility.

Best as in had the best chance at winning?

Note that this differs from her actual abilities as a candidate as discussed earlier. The republicans (and their media arm at Fox News) did do a rather effective job at smearing her over things like Bengazi (which likely gives republicans orgasms when they hear the name) or Uranium-1, even though in both cases Hillary was not culpable at all . Now whether that makes Hillary a 'bad' candidate is debatable... any politician is likely to have areas they can be attacked for (sometimes unfairly). Clinton has just been around longer to give her opponents more material to work with.

Setting the goalposts at best or worst is a little unrealistic to start with, but I would certainly label her as a worthy candidate. She certainly has a wealth of experience in government. She also had some issues with such things as Whitewater, Benghazi, emails etc., that the Repubs kept/keep trying to flog in attempts  to smear her (all of which she has been cleared of). She also had to deal with Trump's thuggery during the debates and at the end of the day ~3million American voters thought she was the better candidate but that means F*** all in the biased US EC system. And look at the gong show they have going on now!.

Not the best or worst.  Pretty mediocre overall.  Somewhat competent though not even close to a Bill Clinton or Obama, she also lacked vision IMO.  I'd rate her higher than John Kerry and maybe on par or a little higher than Al Gore.  She's quite corrupt and untrustworthy and loses a ton of points for that.  Not very likeable.

She has Super PAC money coming out of her eyeballs.  Clinton Foundation political money out her eyeballs.  Her tenticles are all over Wall Street interests.  Her and the DNC tried to undermine Bernie Sander's campaign in 2015.  She'd now trying to destroy Gabbard.

Sooo, because a lot of people donated a lot of money to Hillary's campaign that makes her "slime"? Gabbard is destroying herself with her racist comments/connections.
