recount requirement stems from existing Georgia state law, vis-a-vis margin difference. Existing state law also has provision for a RLA (Risk Limiting Audit to examine a statistically meaningful sample in each respective county). However, given the national profile, this was amended... "on the fly"... to effect an alternate approach to do a "full hand recount in each county". The Secretary of State (a Republican) is pushing back against Trumpalo's unhappy with his review/oversight of the election results - most prominent the statements from the 2 Republican Senate candidates calling for his resignation... given the closeness of their own recent election results, the same 2 candidates that will be involved in the January 'run-off' election races against the same Democrat candidates.
