There was an episode of Star Trek where the Enterprise encounters an alien race that communicates entirely through memes.  https://en.wikipedia.org/wiki/Darmok

Their magic translator is able to decipher the words that the aliens are saying, but because they don't understand the underlying memes, they're unable to understand what the aliens are trying to tell them.  The logic of the situation kind of fails (you can't construct and exchange memes without a language to construct and them with, so they should have been able to communicate even without the underlying understanding of the memes) but it was an interesting thought experiment.

With "Old Economy Steve" you need some background knowledge to get the joke.  Once you get the context, you get the joke.  If you don't know what it's about, you don't know why it's funny.

Scumbag Steve (no relation, I assume) is one I used to think was funny.



The funny part wasn't necessarily Scumbag Steve himself... what I found funny was when people dispensed with Steve and started putting his distinctive hat on everything.
