They didn't postpone all capital spending 'until after the review'. They postponed it until the mid 2030s.
That spending was allocated to specific projects. It works out to less than $1B over the next 6 years. These are mostly projects that were to take place in the 2020s, and now now. This isn't the first reallocation, and this isn't the first government to do it.
