Actually, the shipbuilding plan is working well now.  There is good progress.  It simply took way too long to get it going.

Working well now, huh? What's it been, six years since it was set up? We fought all of world war two in six years, and when it was done we had a four hundred ship navy - with one third the population we have today. So far we haven't been able to produce a single warship, and when we do get them they'll be insanely expensive, probably full of bugs, and we won't be able to afford more than a handful. We were supposed to have eighteen frigates last time around. We wound up with twelve. How many this time? Six?
